Are Colorplan envelopes true vellum, in that they will be difficult to mark with an ink stamp? ie. A dye-ink stamp will not work on the darker toned Colorplan options (forest green/sapphire blue)?
In this context we define vellum as a non-smooth surface and not the plastic-y smooth translucent material. Therefore, a stamp will work on the colorplan. However, you'll need to run some tests to determine if your ink from the stamp will reproduce well on the darker colorplan papers.
